The Greek text of Deuteronomy 19 follows the standard critical text of the Septuagint as established in the Rahlfs–Hanhart edition (Septuaginta, rev. ed. 2006), an ancient and public-domain text; the critical apparatus is not reproduced. Deuteronomy 19 is a tightly organized unit of casuistic and apodictic law in three movements: the law of the cities of refuge (vv. 1–13), a single prohibition guarding the boundary-marker (v. 14), and the law of witnesses with its sanction against the false witness (vv. 15–21). The chapter turns on the distinction between the involuntary manslayer (ὁ φονευτής who kills ἀκουσίως, 'unintentionally', vv. 4–5 — the classic case of the axe-head, τὸ σιδήριον, flying off the helve) and the deliberate murderer who acts μισῶν ('hating', vv. 11–12). For the former YHWH commands three cities of asylum to be set apart (διαστελεῖς, v. 2), with three more (vv. 8–9) should he enlarge (ἐμπλατύνῃ) the territory as he swore to the patriarchs, so that innocent blood (αἷμα ἀναίτιον, v. 10) not be shed; the manslayer flees ἐκεῖ ('there') and lives (ζήσεται), beyond the reach of the blood-avenger, ὁ ἀγχιστεύων τοῦ αἵματος (v. 6), whose heart is 'inflamed' (παρατεθέρμανται). The deliberate murderer, however, is fetched back by the elders (ἡ γερουσία) and handed over to the avenger: 'your eye shall not spare' (οὐ φείσεται ὁ ὀφθαλμός σου, v. 13). The single prohibition οὐ μετακινήσεις ὅρια ('you shall not move the boundary-markers', v. 14) protects the inalienable patrimony fixed by the fathers. The chapter's juridical climax is the two-or-three-witnesses rule (v. 15): οὐκ ἐμμενεῖ μάρτυς εἷς … ἐπὶ στόματος δύο μαρτύρων καὶ ἐπὶ στόματος τριῶν μαρτύρων σταθήσεται πᾶν ῥῆμα — the corroboration principle taken up at Matt 18:16; 2 Cor 13:1; 1 Tim 5:19; John 8:17; Heb 10:28.
