2 Esdras 17 (Nehemiah 7 in the more familiar versification) is outwardly a census chapter, but it is strategically placed between wall-building and the public Torah assembly that follows. Its opening verses show that a finished wall does not by itself make a secure or ordered city: the gates need policy, the city needs trustworthy overseers, and the population remains sparse. The long return register therefore serves more than antiquarian interest. It anchors the restored community in remembered households, named towns, temple personnel, and measured totals, while also exposing the limits of post-exilic certainty in the disputed genealogies of vv. 61-65. Particularly important is the priestly suspension in those verses: holiness is guarded by refusing to regularize uncertain claims until a clearer divine resolution arises. The chapter closes by showing restoration as material as well as genealogical, since heads of families and the people contribute treasure and garments for the work before Israel settles again in its cities. In literary terms the list is not a pause in the story but the administrative and covenantal substrate that makes the next month's liturgical renewal possible.

And I said to them, 'The gates of Jerusalem shall not be opened until the sun is hot; while they are still standing watch, let the doors be shut and barred. Appoint guards from the inhabitants of Jerusalem, each at his watch and each opposite his own house.'
