Artaxerxes' letter then reveals how Persian policy can serve Judean restoration: voluntary return is encouraged, temple wealth is transferred, sacrificial practice is funded, temple personnel receive exemptions, and Ezra receives judicial authority over the trans-Euphrates region. The chapter's final doxology ensures that the reader interprets all of this through divine causation rather than mere imperial policy. God glorifies his own house by inclining the king's heart.
