The chapter insists that the same God who could destroy instantly instead chooses measured reproof, staged punishment, and space for repentance, even when dealing with deeply rooted wickedness. From that claim it develops a theology of power unlike tyrannical force: God's sovereignty grounds clemency, impartial judgment, and patient instruction for his own people. The closing verses return to the idolaters' degradation and show that their very objects of delusion became instruments of chastisement, so that delayed mercy does not cancel final justice.
